Most people do not know but what we call wallpaper is not always made of paper, but sometimes is actually made of a semi-plastic sheating, when the wallpaper covering was used the clients could choose between these materials so based on these new facts.
The easiest way to remove wallpaper will be to pull a loose corner of the wallpaper and if you are lucky and semi-plastic wallpaper was used in your property it will come off easy without ripping it, even if you do not use any tool to make holes in the surface or liquid to loosen it.
Even if you are lucky and it comes off easy a lot of work is still needed before the surface is ready for paint since a skim coat (cover the surface with drywall compound) will be needed to hide imperfections and all the glue that was used to install the wallpaper and a drywall texture, prime and paint will be needed too.
If you pull the wallpaper and it breaks really easy and comes off just in little pieces then all the regular steps are needed to do the work like makes holes in all the surfaces, apply a wallpaper loosener, remove the wallpaper little piece by little piece, etc.
